In terms of SA-CATS 61.01.10(4)(a)(iii), any candidate writing a subject for the first time must present the following when attending the examination:
Proof of having undergone the required knowledge instruction training, signed by the Chief Ground Instructor — or their designee — of a Part 141 Approved Training Organisation (ATO).
This is not optional. A candidate who cannot produce this documentation will not be permitted to write the examination and will forfeit the examination fee paid for that subject. This requirement is enforced at all accredited exam centres in South Africa, as confirmed by SACAA Notice of Compliance PEL-2026/003.
We've engaged directly with the SACAA on this, and the answer is encouraging: an ATO is permitted to sign off a student who has completed their study using Ground School content. The ATO does not need to deliver a full ground school course — they can conduct a short session with the student to confirm that the required knowledge is in place, and then issue the sign-off.
This means that Ground School can serve as your primary study tool, with your ATO fulfilling its regulatory role by verifying your competency — rather than having to teach you everything from scratch.
Ground School is not a registered Part 141 ATO and cannot issue the sign-off itself, so you will still need to connect with a registered ATO before sitting your exam. If you're unsure which ATOs are registered, contact the SACAA directly or speak to your flight school — most flight schools are, or are affiliated with, a registered Part 141 ATO.
